New messaging ties corruption to rising costs, aiming to highlight public dissatisfaction with perceived government corruption. While there is bipartisan agreement on the issue, the blame often falls along partisan lines. Democratic leaders believe that by emphasizing the corrupt practices in Washington, they can gain an advantage over their Republican opponents.
