Video footage has surfaced showing the officer leaving the man lying in the street shortly before the incident. The victim, who was crossing North Broad Street, had fallen in the roadway during an encounter with the officer. Following the crash, the officer reportedly did not render aid and failed to report the incident. The police are also searching for the driver responsible for the hit-and-run that claimed the life of the 38-year-old man. Due to these events, the officer has been placed on administrative duty as the investigation continues.
