As the conflict in Ukraine continues, the country is grappling with a significant draft evasion issue, with over 19,000 cases of evading mobilization registered since 2022. Reports indicate that complaints against the Territorial Recruitment Centers (TCR) have surged, leading to more than 5,000 appeals filed this year alone. The number of complaints related to forced conscription and illegal mobilization practices has doubled, raising concerns about rights violations during the ongoing mobilization efforts. Despite the alarming figures, fewer individuals are being convicted for draft evasion, with estimates suggesting that six million people have managed to evade the draft amid the crisis.
